(a) COMMERCIAL AVAILABILITY OF EQUIPMENT USED TO ACCESS SERVICES PROVIDED BY MULTICHANNEL VIDEO PROGRAMMING DISTRIBUTORS- The commission shall, in consultation with appropriate industry standard-setting organizations, adopt regulations to assure the commercial availability, to the consumers of multichannel video programming and other services offered over multichannel video programming systems, of converter boxes, interactive communications equipment, and other equipment used by consumers to access multichannel video programming and other services offered over multichannel video programming systems, from manufacturers, retailers, and other vendors not affiliated with any multichannel video programming distributor."

So you should feel confident that it is perfectly legal to purchase and use a third party descrambler. Of course it's never legal to steal cable signals for which you have not paid. Can the Cable Company tell I'm using a descrambler?
NO. The cable company is not able to detect what device you are using. That is why you need to inform them that you have a descrambler.  Otherwise, they would have no way of knowing that you are receiving full service.

There are currently no descramblers or replacements for Digital cable.

On digital cable systems they use a technique called, "compression" to, as the name implies, compress the channels so they can fit more channels onto your wire. The cable company varies the compression on each channel. For example, sports usually has a lot of fast action and as such cannot be compressed as much as a typical movie channel. Because of this and other reasons, analog boxes like the Cleartron Platinum will not work properly on digital systems. 

Most cable companies charge customers a premium to receive their digital cable service. If you do not want to pay this premium fee for digital service you can ask the cable company give you the "normal" analog cable service.

I'm not very techinfonical. Is it hard to install a cable box?
Heck no. The physical hook-up is real easy and should only take you 5 or 10 minutes. Once that is done, do yourself a favor and read the users guide that comes with every cable box.
